Master's degree study
The institute began its academic activity by opening the
Department of Political Studies for the Master’s level in 2007. A committee was
formed to select students orally and in writing. Twenty students were accepted,
including two female students. In the academic year 2008-2009, the institute
created the Department of International and Diplomatic Studies, and 25 students
were accepted. In the academic year 2010-2011, the institute opened the third
of its departments for master’s studies, which is the Department of State
Administration. 21 students were admitted to the institute. In the academic
year 2011-2012, 100 applicants applied to the institute for master’s studies,
of whom 40 were accepted for the three departments. In the year 2012-2013,
about 200 applicants applied to the institute, and 61 students were accepted
for the three departments. In the year 2013-2014, 600 students were applied
for, and 120 were accepted.
Study conditions:
1. The study period
is two years: a preparatory year of two semesters and a second year for writing
the thesis.
2. Each semester
ends with the announcement of its exam results, and those who pass the first
semester are transferred to the second semester.
3. Successful
students in the second semester of the preparatory year for master’s and
doctoral studies must determine the topic of their thesis or dissertation with
the relevant department, and the thesis and dissertation supervision form must
be filled out by the supervising professor.
4. The student must
prepare a summary of his topic and pass a discussion (seminar) held for him at
the institute by a specialized committee.
5. The master’s
thesis shall be prepared under the supervision of a supervisor chosen by the
Institute Council from within or outside the Institute, including recognized
Iraqi universities, and in compliance with the conditions approved by the
Ministry of Higher Education and Scientific Research.
6. The student has
the right to request an extension, and the Institute Council may approve the
request if it is convinced of the reasons stated therein. Extensions may be
granted twice, each time for six months.
7. The master’s
thesis will be presented to a specialized scientific expert for evaluation, and
his opinion on whether to accept or reject it for discussion will be decisive.
8. The Institute
Council appoints a discussion committee of three members or five members for
master’s degrees. Including the
supervisor, the committee’s decision is taken by majority and based on one of
the following estimates:

9. The Master’s
stage ends with the discussion of the thesis and the student’s success in it,
along with the submission of a research paper of no less than 5,000 words on
the topic of the thesis, accompanied by the supervisor’s approval.
PhD study
The Institute Council decided in its session held on 06/05/2010 to
open doctoral studies in the Department of Public Law. The study period is
three years, which is the minimum period to obtain a doctorate. The student
spends the first year, the preparatory year, preparing research papers as
decided by the Department’s Academic Council and approved by the Institute. The
student must also pass the final exams of the first and second semesters in the
subjects according to the instructions for passing and failing and according to
the rules and principles in effect in postgraduate studies and what the
Institute Council decides. In addition, the student must pass a comprehensive
exam for the subjects of the first and second semesters at times determined by
the Institute Council. After the student successfully passes the comprehensive
exam stage, he has the right to register the topic of the doctoral dissertation
under the supervision of one of the professors, approved by the Department
Council and approved by the Institute Council. A scientific committee is formed
for the student’s defense. Two departments have been opened for the doctoral
stage: the Department of Law and the Department of Political Studies, and a
number of students have already been accepted in the program.
Study conditions:
1. To meet all the
conditions mentioned in the Master’s stage, in addition to obtaining a master’s
degree from a university recognized according to the standards in force in
UNESCO.
2. The duration of
study for a doctorate is three years, extendable according to the same criteria
as for a master’s degree, and a third extension.
3. Tuition fees for
the doctoral stage are fifteen million Iraqi dinars.
4. The master’s
thesis and doctoral dissertation shall be submitted to a specialized scientific
expert, whose opinion shall be binding, whether positive or negative.
5. The Institute
Council selects a supervisor for the thesis or dissertation from outside or
inside the Institute, including non-Iraqi universities.
6. The Institute
Council appoints the discussion committee, provided that the supervisor of the
thesis has a vote when awarding the degree, the minimum of which is three and
the maximum of which is a whisper. The decision is taken by majority and
according to the following assessment:
