Vision of the Law
Department at the Al-Alamein Institute for Graduate Studies
The dept strive to
consolidate legal awareness and culture in our beloved country in the academic
and research fields, to establish legal provisions and principles, and to
clarify the idea of establishing a state of law in which rights and freedoms
are respected and protected in accordance with the constants of Islamic
provisions and authentic Arab principles and values, and to contribute to the
preparation of specialized scientific cadres in the field of law in its two
branches (public and private) and the regulatory laws related to them in each
branch, by presenting legal developments in the internal and external fields
for research, in order to come up with solid scientific results and
recommendations based on solid scientific research foundations.
Mission of the
Department of Law at the Al-Alamein Institute for Graduate Studies
Disseminating legal
culture throughout society to ensure the implementation of laws, regulations
and instructions, preparing legal graduates with higher degrees to support
public employment in the state’s administrative apparatus, and preparing
professors and instructors to teach in universities and colleges, by focusing
on the academic soundness of the subjects taught in the department, and fully
qualifying the graduate to carry out this legal message, so that the graduate
is equipped with legal knowledge..
· Prepare specialists with advanced degrees in law to carry out work that includes implementing the provisions of applicable laws, in a manner that protects the rights of individuals.
· Provide legal institutions in state agencies with graduates of legal degrees and specialists in various branches of law, in a manner that meets the needs of the labor market.
· Prepare graduate students mentally and intellectually by instilling a spirit of citizenship, sincerity and dedication to work, and creativity in giving.
· Provide advice on draft laws, regulations and instructions and issue legal opinions in the event of differences in the interpretation of laws if requested by the relevant authorities.
· Provide legal advice to individuals, civil society organizations, and administrative and political bodies, and make the department a scientific center for disseminating legal culture.
· Endeavor to spread legal awareness through academic conferences and seminars, in support of the establishment of a state of law.
· Endeavor to encourage scientific research, provide facilities, and create an appropriate environment to motivate researchers to complete research.
· Introduce the legal reality in Iraq to all researchers and legal specialists outside the country, through publishing research and articles and writing books.

Holding specialized
legal conferences and inviting foreign and national competencies to participate
in them.

Organizing ethical and
intellectual seminars that address students’ issues and problems and assign
seminary professors in Najaf to manage them.
3.
Organizing
intellectual seminars that address legal developments and assigning competent
individuals with a solid academic reputation to manage them.
4.
Holding workshops on
legal topics that require the exchange and cross-pollination of ideas and the
development of useful recommendations.
5.
Publishing specialized
legal books, magazines and bulletins.
6.
Adopting graduate
students’ innovations and creativity and encouraging them to continue
supporting and developing these innovations.

The study period is two academic years, with two semesters (15 weeks
each), and a master’s thesis must be submitted.
2.
PhD in Law (Public Law
and Private Law).
The study period is three academic years, consisting of two semesters
(15 weeks each), with the submission of a doctoral thesis.
3.
Diploma in Elections
and Good Governance.
The study period is one calendar year, consisting of two semesters (15
weeks), including scientific research as part of the requirements for obtaining
the degree.
Master’s degree in Private Law
The study period is two academic years, with two semesters (15 weeks each), and a master’s thesis must be submitted.

Establishment of a Master’s Program in Criminal Law
Department of Public Law / Al‑Alamain Institute for Graduate Studies
The Ministry of Higher Education and Scientific Research has approved the establishment of a Master’s program in Criminal Law within the Department of Public Law. Admission to the program will begin in the academic year 2026–2027.
- The duration of study is two years, after which the student is awarded a Master’s degree in Public Law / specialization in Criminal Law.
- The degree is officially recognized by the Ministry of Higher Education and Scientific Research. Holders of the degree enjoy all rights and privileges, and the certificate does not require equivalency.
- Graduates are entitled to pursue doctoral studies in Public Law after completing the required academic equivalency procedures.
- The department may open a doctoral program in Criminal Law after graduating two cohorts of Master’s students.

Higher Diploma in Public Contracts Program
Department of Public Law / Al‑Alamain Institute for Graduate Studies
The Ministry of Higher Education and Scientific Research has approved the establishment of a new academic program: the Higher Diploma equivalent to a Master’s degree in Public Contracts, beginning in the academic year 2026–2027.
- The duration of study is two years, after which the student is awarded a Higher Diploma equivalent to a Master’s degree.
- The degree is officially recognized by the Ministry of Higher Education and Scientific Research. Holders of the degree enjoy all rights and privileges, with the exception of the academic title.
